[Alex and his companions enter the city of Vane and walk up to its great library]
MAGICIAN: Have you yet visited our Magic Library? I think it's even more magnificent than the Guild ...
NALL: Maybe they have some books about dragons, Alex!
[they enter the library, with scores of bookshelves lining the walls, and walk up to the elderly male librarian]
LIBRARIAN: Welcome to the Guild Library. We have books on every aspect of magic, and every subject known to mankind! Unfortunately, with all the new volumes we've received, it's hard to keep track of them all ... Do you children need work? I'm always looking for alphabetizers!
NALL: I bet they have all kinds of neat stuff in here, Alex. But, where do we start?
[they walk over to a female library assistant standing in front of a bookshelf]
LIBRARY ASSISTANT: Our head librarian estimated that it would take a hundred years to read every book in the Library, but I'm told that Ghaleon has read almost all of them! Don't ask me how, but he did ...
LUNA: Alex would fall asleep after three pages! Ha ha ha!
[they walk over to a male patron standing in front of another bookshelf]
PATRON 1: The Dragonmaster is granted the use of the Dragon Armor. The finest protective plating ever crafted, reinforced with the magic of the Dragons themselves ... but the Armor is only given after the Dragonmaster passes all of the Dragon Trials.
[Alex checks one of the books on the bookshelf]
ALEX: "We have yet to understand why the Blue Star always shows us the same face."
NALL: I don't get it, either ...
[Alex checks one of the books on the bookshelf]
ALEX: "The same spell, cast by two magicians, will have a slightly different appearance and effect. Magic is as unique to each person as his face or his fingerprints."
[Alex checks one of the books on another bookshelf]
ALEX: "The mysterious disappearance and presumed death of Dragonmaster Dyne occurred 15 years ago, but the countless theories and endless speculation about what really happened continues unabated. The last person seen with Dyne, Master Ghaleon, refuses to speak about the Dragonmaster. Some think it is out of respect for his fallen friend. Others believe Ghaleon has something to hide ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Name any Dragonmaster and you can hear a hundred different tales of their incredible adventures. Leon, the Mighty Gale, who fought his foes with the blinding force of a hurricane ... Gaull, the Iron Hand, who could fell the largest man with a single swing of his granite fists ... Alicia and Laticia, twin sisters who proved that two is better than one ... Natto, the Singing Swordsman, who often burst into song while decimating his enemies ... "
NALL: Hmmph, any book that doesn't mention Dyne right away isn't worth reading. Right, Alex?
[Alex checks one of the books on another bookshelf]
ALEX: "Magic is the stuff that created our world, and which holds it together."
LUNA: There must also be magic in the sea and the sky ...
[Alex checks one of the books on another bookshelf]
NALL: Alex! Someone hid money in this book! Score!
["Got 10S" appears on screen]
NALL: Enough with the intellectual act, Alex.
[Alex checks one of the books on another bookshelf]
ALEX: "A small number of magicians believe that Althena has entered into a sleep of sorts ... but are unsure as to when, or if, she will reawaken."
[Alex checks one of the books on another bookshelf]
ALEX: "No mere human is allowed to enter Althena's Tower and gaze upon the Goddess herself. That honor is reserved exclusively for the Dragonmaster ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Vane serves as both a place of magic and an airborne guardian of the Goddess Althena. Of course, the day will never come when the home of the Goddess is besieged by evil ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Dragon Magic is perhaps the most powerful magic of all, but it can be used only by the one who proves worthy of protecting the Goddess."
[Alex checks one of the books on another bookshelf]
ALEX: "You can read this book a hundred times over. You can study the history of magic for decades ... but unless and until you use magic in a combat situation, you'll never know the true extent of your skill."
[Alex checks one of the books on another bookshelf]
ALEX: "The Dragonmaster is granted the use of the Dragon Armor, which is imbued with special magic. Only a skilled Dragonmaster has the ability to call upon that magic ... "
[Alex checks one of the books on another bookshelf]
ALEX: "When our world was newborn, an evil force called the Vile Tribe tried to conquer it. They were banished by the Goddess to the faraway Frontier at the edge of our world. The Vile Tribe has not been seen since, leading many to conclude that they have died out ... "
[Alex checks one of the books on another bookshelf]
ALEX: "The Vile Tribe was a band of foul creatures which knew only of hate and destruction. Without the intervention of the Goddess, they would have had their wicked way with our world ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Intermediate Magic Spells Volume 3, Controlling Flame."
[Alex checks one of the books on another bookshelf]
ALEX: "The Goddess Althena is blessed with the gift of immortality. Forever will she protect, guide, and cherish us."
[Alex checks one of the books on another bookshelf]
ALEX: "The power of magic is never to be underestimated, and never to be abused. In the hands of an expert, magic is far deadlier than the mightiest sword."
[Alex checks one of the books on another bookshelf]
ALEX: "If magic is the flesh of our world, the Goddess Althena is its soul. It is the Goddess who created this world in which we live ... "
[Alex checks one of the books on another bookshelf]
ALEX: "A Beginner's Guide to Magic Volume 3, the Spirit of the Sky."
[Alex checks one of the books on another bookshelf]
ALEX: "Dragon Magic is the ultimate combination of heart, mind, and soul. To witness Dragon Magic is to witness a sorcery with strength equal to the Goddess herself."
[Alex checks one of the books on another bookshelf]
ALEX: "A Beginner's Guide to Magic Volume 1, The Spirit of Fire."
[Alex checks one of the books on another bookshelf]
ALEX: "[Alex checks one of the books on another bookshelf]
ALEX: "A Beginner's Guide to Magic Volume 2, The Spirit of Water."
[Alex checks one of the books on another bookshelf]
ALEX: "We owe our health, our wealth, and our very existence to the Goddess. She cannot be praised enough!"
[Alex checks one of the books on another bookshelf]
ALEX: "The Dragonmaster utilizes the power of his own magic and of the Dragons to protect the Goddess from harm and to maintain peace in our world. He is the ambassador of all humanity."
[Alex checks one of the books on another bookshelf]
ALEX: "Intermediate Magic Spells Volume 8, Goodbye to Grass Stains!"
[Alex checks one of the books on another bookshelf]
ALEX: "At the edge of the world is a region where the Blue Star has never shone, and where the touch of the Goddess has never been felt."
[Alex checks one of the books on another bookshelf]
ALEX: "Althena's Tower is where the Goddess makes her home in our world. She looks upon her children and smiles down at us ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Overconfidence is the greatest enemy of a student of magic. Attempting to cast a spell without completely understanding it inevitably leads to disaster."
[Alex checks one of the books on another bookshelf]
ALEX: "As they embraced, Jane's heaving bosom pressed firmly against John's manhood. John's hands worked their way to the petals of Jane's sweet rose as ... "
NALL: Alex, I think someone filed this in the wrong library!
[Alex checks one of the books on another bookshelf]
ALEX: "When the Goddess shaped our planet, not even her enormous power could reach the distant Frontier. And so it remained a wasteland even as the world around it blossomed forth with new life ... "
[they walk over to another male patron standing in front of a bookshelf]
PATRON 2: Oh man! This book is great! It says that the Dragonmaster commands the power of four enormous Dragons! You become the Dragonmaster by entering each Dragon's cave and passing their trials ... But the catch is that no one knows where the Dragons are! Good way to screen out the pretenders, huh?
NALL: I guess that means you're a contender, Alex!
[Alex checks one of the books on another bookshelf]
ALEX: "If magic disappeared from our world, it would become a place of chaos and death ... "
[Alex checks one of the books on another bookshelf]
ALEX: "According to legend, we once lived on the Blue Star, but no one knows how or why we now live in this world."
LUNA: I wonder if that's why I feel so strange when I look at the Blue Star ...
[Alex checks one of the books on another bookshelf]
ALEX: "One popular folk remedy for a headache is to paste a filet of pickled fish onto one's forehead while repeatedly chanting 'I am the eggman! I am the walrus!' ... Perhaps unsurprisingly, this does not work."
[Alex checks one of the books on another bookshelf]
ALEX: "Ride a Broom in Three Days! Guaranteed to work or you'll suffer an incredibly painful fall!"
[Alex checks one of the books on another bookshelf]
ALEX: "A Beginner's Guide to Magic Volume 4, Hangover Remedies."
[Alex checks one of the books on another bookshelf]
ALEX: "This world was a dead star until it was touched by the Goddess. Where there was darkness, she brought light. And where there was death, she brought life ... "
[Alex checks one of the books on another bookshelf]
ALEX: "The Frontier is a sprawling wasteland on the outskirts of our world. No one brave or foolish enough to venture into the Frontier has ever returned ... "
[Alex checks one of the books on another bookshelf]
ALEX: "Vane is the place in which our knowledge of the magical arts is kept, and in which that knowledge is taught to each new generation of mages and priests."

From wikipedia.org:

"Lunar: Silver Star Story Complete", originally released in Japan as simply "Lunar: Silver Star Story", is a role-playing video game developed by Game Arts and Japan Art Media as a remake of 1992's "Lunar: The Silver Star." Initially released on the Sega Saturn in 1996, the game has gone through several variations, beginning with enhanced video support in conjunction with the Saturn's MPEG graphics add-on in 1997, and later being ported to Sony's PlayStation in 1998. The PlayStation version was released in North America by Working Designs, who had also produced the English adaptation of the original game, in May 1999.

While the overall plot remains true to the original, accommodations are made to the game's story to allow for a larger, richer cast, as well as additional scenarios. Like its forerunner, the game follows the exploits of Alex, a young boy from a small, humble town who enters a life of adventure and intrigue after being chosen as the heir-apparent to the title of "Dragonmaster", guardian of the forces of the planet. With the help of his expanding band of companions, Alex must pass the trials set by ancient dragons to claim his place in history, and stop a powerful sorcerer and former hero from controlling the world.

The game takes place in the fantasy land of Lunar, a small habitable world orbiting the massive, barren Blue Star, forming a loose parallel between the game's world and the Earth and its moon. Centuries before the start of the game, the Blue Star was rendered unlivable by years of war.. The powerful and benevolent goddess Althena relocated humanity to the Silver Star, the world of Lunar, and entrusted four dragons to safeguard the elements of the new world. From this point on, those who would use the power of the dragons to serve the goddess and protect the world were known as "Dragonmasters", and no such Dragonmaster was more revered than Dyne, a legendary hero who defended the goddess and succumbed to an unknown fate. The stories surrounding Dyne's exploits would form the life model for a young boy named Alex, the game's protagonist and central character, who also aspires to become a Dragonmaster himself. Many of the locations of Lunar: The Silver Star were given a deliberate "northern" feel to present an environment that was cooler than the settings of most role-playing games, if only to allow the characters to wear more clothing. Many towns and locations were based on areas of Russia and Medieval Europe.

From wikia.com:

Vane was a floating city whose purpose was to govern the humans of Lunar in the art of magic. The city circles around the Goddess Tower in an endless protective orbit. It is said to shield the goddess Althena from harm.

The city's library houses several tomes on the secrets of becoming a great magician, as well as the history of the Dragonmasters.

The Magic Guild of Vane produced many powerful sorcerers, chief among them Ghaleon (also known as the Magic Emperor) who was once the Premier of the Magic Guild of Vane. However, in his plot to become the "god" of Lunar in Althena's place, he attacks Vane and eventually causes it to crash into the ground permanently. Since that time, the city has fallen into a state of disrepair.
