[Rena enters the North City Library and walks up to the front desk]
SECRETARY: Perhaps because God's Ten Wise Men have attacked, so many people have come to research them.
[Rena walks up to the librarian standing nearby]
LIBRARIAN: Thank you, come again.
[Rena walks up to a male character standing to the side]
OPERATOR: This library has been completely modernized. Everything is on a database. Pretty high-tech, huh?
[a menu window appears on the screen]
OPERATOR: All right, what information would you like to search for?
[the player selects "Information about God's Ten Wise Men", then "The Era of Peace"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: 3.7 billion Nede years ago ... The inhabitants of the planet Nede had developed the Heraldic science to a degree that made them one of the more advanced civilizations in the Galaxy. With the power that they had gained, the Nedians came to rule over most of the peoples of the Galaxy. They taught the planets under their rule about the things that they had come to understand. They brought about advancement and peace.
[the player selects "Information about God's Ten Wise Men", then "The Mendacity of the Ten Wise Men"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: But one day, seduced by the greatness of their Heraldic powers, a group called "God's Ten Wise Men," sought to rule the Universe. Naturally the Nedians were against this plan. But the Ten Wise Men, in a very unwise way, began to flaunt their great strength. The Nedians had no choice but to resist, and after a great contest of strength, and many fierce battles, the Nedians finally succeeded in capturing the Ten Wise Men.
[the player selects "Information about God's Ten Wise Men", then "The Last Days of God's Ten Wise Men"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: After our ancestors captured the Ten Wise Men they banished them to eternal exile according to Nedian law. They were banished to the Eternity Space, a place where time stood still, and which was used to hold criminals. Because Nede had no death penalty, this was the harshest sentence possible. In this way, the Ten Wise men were imprisoned in the Eternity Space, and set adrift in Space. They were to pay for their crime by wandering in Space for eternity.
[the player selects "Information about Energy Nede", then "The Renunciation of Power"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: The incident of the Ten Wise Men was a shock to our Nedian ancestors. It made them realize how great their power was. Indeed, it was not unrealistic to think that Nede might come at some time to rule all the galaxies of the Universe. Thus the Nedians decided to seal away their great powers.
[the player selects "Information about Energy Nede", then "The Birth of Energy Nede"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: It was the genius of Dr. Lantis that helped our ancestors destroy their home planet, and move to a smaller one. They then enveloped that planet with a class 9 impermeable force field to eliminate all outside contact. That small planet that our ancestors moved to became known as Energy Nede.
[the player selects "Information about Energy Nede", then "Energy Nede Now"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: Because of our past, on Energy Nede we now prohibit all but the most necessary Heraldic research, and no weapons are allowed either. On Energy Nede only Giveaway University is allowed to perform Heraldic experiments, and the manufacture of weapons is limited to a small number of people in the Town of Armlock.
[the player selects "Information about Heraldry", then "The Origin of the Heraldic Arts"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: The origin of the Heraldic Arts is said to be in the patterns revealed in prayer and tattooed on the maidens of the Holy Shrines of Tria, God of Creation. Different patterns tattooed on the maidens were noticed to have different powers. The unknown powers behind these differences were called Heraldic Arts.
[the player selects "Information about Heraldry", then "The Power of Heraldry"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: By tattooing Heraldic Crests of specific patterns on the body, practitioners of Heraldry can convert their own mental powers into Heraldic powers, which are much more intense than their normal powers. Once this fact was discovered, many different patterns were developed, and the Heraldic Arts became very highly developed.
[the player selects "Information about Heraldry", then "An Explanation of the Heraldic Arts"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: As the principles of Heraldry became clear, it became possible to develop great powers even without the use of Heraldic patterns. This is why there is almost no person on Energy Nede who has Heraldic tattoos. In fact, Heraldry is only used on Energy Nede for transporters, generators, and other large facilities or equipment.
[the player selects "Information about Heraldry Stones", then "What is a Quadratic Sphere?"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: Quadratic spheres are the crystallization of Heraldic power itself. The degree of power contained in a quadratic sphere is directly proportional to its size. That means that the larger a quadratic sphere is, the greater its Heraldic energy.
[the player selects "Information about Heraldry Stones", then "What is a Quadratic Key?"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: Quadratic keys are special minerals that activate the effects of a quadratic sphere. Quadratic keys themselves possess a slight degree of Heraldic power, and by combining them with a quadratic sphere, it becomes possible to release a gigantic burst of energy unknown to the elemental time/space continuum. If one were of a mind to, it would be possible to use such energy to alter a planet's axis.
[the player selects "Information about Heraldry Stones", then "About Resonance Effects"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: When quadratic spheres and quadratic keys are brought into proximity with each other, in some rare cases the quadratic key itself will emit an extremely strong light. This happens because the quadratic key absorbs and amplifies the miniscule amount of waves emitted by the quadratic sphere. In other words, the key's light emission is due to the proximity of the sphere.
[the player selects "Information about The Crest of Annihilation", then "What is the Crest of Annihilation?"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: By invoking the Crest of Annihilation, an enormous amount of mass is produced at a single point in space. Linking this crest to a quadratic sphere amplifies its strength, making it possible to create an infinite amount of mass at that point in space. Such a singularity with an infinite amount of mass would halt the expansion of the Universe, thus causing a Big Crunch. Because of this, this crest is now prohibited and has been permanently stricken from all Heraldic literature.
[the player selects "Information about The Crest of Annihilation", then "The Big Crunch"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: The Universe that we live in has been expanding ever since its start in the Big Bang. However, when the speed of this expansion cannot overcome the gravity caused by the total mass of the Universe, the Universe will begin to shrink. From this state, all matter will eventually return to occupy no space at all, and the Universe will die. This death of the Universe is called The Big Crunch.
[the player selects "Information about The Crest of Annihilation", then "Controlling the Crest of Annihilation"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: There is no way to halt the Crest of Annihilation once it has been invoked. The only thing that can be done is to add additional meaning to the crest to rewrite it and aim it away at something else. In reality, one can only pray that this evil Heraldic Art will never be used.
[the player selects "Information about Heraldry Weapons Research Institute", then "What is the Heraldry Weapons Research Institute?"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: This facility is located on an uninhabited planet in Beta Sector. A time/space transfer shield surrounds it, and all contact from the outside with the institute is forbidden. The only entrance to it is a transporter located in the Town of Armlock.
[the player selects "Information about Heraldry Weapons Research Institute", then "An Overview of the Institute"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: At the Heraldic Weapons Research Institute there are three main fields of research - "Stabilization of antimatter in 3D space using LEA metal," "Time/space transfer using time/space transfer shields," "Creation energy generation devices."
[the player selects "Information about Heraldry Weapons Research Institute", then "The closing of the Heraldic Weapons Research Institute"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: 700 million years ago, a creation energy generation device malfunction caused the destruction of the institute. The institute has been closed ever since, and the transporter leading to it, located in Armlock, has been sealed ever since.
[the player selects "Information from Heraldry Research Institute Reports", then "The Stabilization of Antimatter Using LEA Metal"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: The Barkers are known as one of the few silicon-based life forms in the Universe. They carry within their bodies a substance called LEA metal, which refined and re-crystallized in their metabolism. When a special type of vibration is applied to LEA metal, antiprotons are absorbed and emitted. Barker metabolism uses the very special properties of LEA metal to create a life from antimatter reactions. The discovery of LEA metal made it possible to control antiprotons completely in 3D space.
[the player selects "Information from Heraldry Research Institute Reports", then "The Time/Space Shield and its Effects"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: The woman scientist Dr. Reema was the first to apply this technology 700 million years ago. The time/space shield creates a gigantic gravitational field that opens a hole in the time/space continuum and transfers any type of energy to a different time/space continuum and seals it off. Theoretically, it is possible to gain complete control of the passing of time within any given space/time continuum. However, in order to do so, it would be necessary to have full control of an amount of mass greater than that of a black hole. Thus, this theory has yet to be tested.
[the player selects "Information from Heraldry Research Institute Reports", then "Creation Energy Generation Devices"]
OPERATOR: Please wait a minute.
[he walks off behind the desk, then returns]
OPERATOR: A system that uses an artificially induced small scale Big Bang to extract energy from the resulting imaginary number space has been researched for a long time. This system would produce even more energy than a quadratic sphere. However, it is extremely difficult to control the strain in the balance of space that results from opening a hole in the imaginary number space. Because the possibility exists that in the worst case scenario a collapse of the time/space continuum will be initiated, no one has applied this theory as of yet.
[the player selects "Secret Information"]
OPERATOR: I'm sorry, but this category is protected. It has been since before I came to work at this library. A password is needed to access it, and no one has succeeded in doing so yet ... Oh. Huh?
[Rena hands the operator a box]
RENA: This is a plastic case containing a paper with the password on it. I think this will work ...
OPERATOR: It probably won't work, but I'll try it anyway ...

[Rena enters Reyfus' laboratory]
REYFUS: I can't say this in too loud of a voice, but we have tried hacking into the North City Library to get access to the mysterious files ... It is not going well. If only we had some hint. If we could get some back-door information from some information organization ... But we don't have any contacts ... Does anyone have a friend who is well versed in these areas? That reminds me, it seems that someone recently managed to break into the previously closed Heraldry Weapons Laboratory. Do you know anything about that?
RENA: [to herself] He's talking about us ...
[she returns her attention to Reyfus]
RENA: It was us who broke into the Heraldry Weapons Laboratory.
REYFUS: Really? It was you? You must have accessed the data banks of the laboratory ... Can you tell us the access code?
RENA: What do you plan to do with it?
REYFUS: It might be a hint for gaining access to the classified files.
RENA: Yes, but ... I don't remember.
[Rena's party member appears]
CLAUDE: I remember.
REYFUS: Really?
CLAUDE: Yes, it is 3248 - 9976 - 2168 - 9934 - BZQF.
RENA: Wow ... Claude.
REYFUS: Yes indeed ... Those are good numbers. Hang on a second.
[he types at a computer]
REYFUS: Here we go ... Yes, that did it. It's so simple if you know the key. Well, look at that. I can see the secret data of North City as if I were holding it in my hands.
[the player selects "File 1" from the menu "Project Planning Documents"]
COMPUTER: Rebellions against the planet Nede have now broken out in 24 different frontier planets. It appears that several of the technologies of the planet Nede have been leaked to the forces of undeveloped planets, so we suspect that Nedian conspirators are cooperating with the rebel forces. We must quickly develop new weapons in order to suppress these rebel forces.
[the player selects "File 2" from the menu "Project Planning Documents"]
COMPUTER: Based on the research of Dr. Lantis, it was discovered that by applying technologies derived from Heraldry science to make modifications to the DNA of people, it is possible to create bioweapons that have Heraldry powers much more powerful than normal.
[the player selects "File 3" from the menu "Project Planning Documents"]
COMPUTER: A military supreme council decided that the aforementioned bioweapons should be urgently put into practical use and used for the defense and control of the frontier planets. The code name for the project was decided to be "Ten Wise Men Defense Plan, Phase I." Under the direction of Dr. Lantis, the construction of ten bioweapons began. Depending on the results of the plan, they planned to continue on to Phase II, Phase III and into the construction phase.
[the player selects "File 1" from the menu "Research Reports"]
COMPUTER: The close-in combat weapon "Marsilio". The remote projectile-attack weapon "Shigeo". The base-defense special weapon "Berle". These three weapons were completed. In addition, development was started on the strategic weapon "Decus" to be used to control these three weapons.
[the player selects "File 2" from the menu "Research Reports"]
COMPUTER: The two information gathering agents "Ruprecht" and "Nicolus" were completed. Together with the information analysis agent "Jibril" completed earlier, these agents were assembled under the command of the civilian control agent "Vesper". In addition, the agent named "Cyril" used to monitor the Ten Wise Men was also completed at the same time.
[the player selects "File 3" from the menu "Research Reports"]
COMPUTER: Dr. Lantis' last surviving family member, his daughter Filia, was the victim of a terrorist attack by rebel forces opposed to the Ten Wise Men Defense Plan. However, the military decided to impose an information blackout and decided upon a policy of concealing the truth from Dr. Lantis.
REYFUS: Hey, new menu items can now be selected.
[the player tries to select new items "Letter of Apology" and "Final Report" from the menu, but the computer screen gives an error message ("Type 4 Anti-Program 'Klein' Activated. Firewall Currently Under Construction.")]
REYFUS: We're busted, our access has been ratted out. We can't go any further ...
RENA: What's wrong?
REYFUS: This computer contains seven anti-computer invasion programs that I wrote. Even if we are denied, this location should not have been discovered ...
RENA: I see. So I guess you cannot obtain any more information.
REYFUS: Not exactly. I have already downloaded the files. Now all we need to do is decode the individual files ... Finding that key is harder than doing the hacking!

[...]

[Rena and Claude have obtained Pandora's Box (the chip needed to open the sealed records of the library) and return to Reyfus' laboratory to deliver it to him]
REYFUS: Dean Parel is giving this to me? What an amazing stroke of luck ... Let's look at it at once. It may take some time.
[Reyfus turns to his computer]
REYFUS: It is being analyzed now. It is quite strong after all ...
[Rena leaves, then returns and talks to Reyfus again]
REYFUS: Oh, you came at a good time. The decoding has just now finished. Let's look at it at once.
[the player selects "File 1" from the menu "Letter of Apology"]
COMPUTER: Dr. Lantis suddenly activated all of the defensive mechanisms within the laboratory, and completely sealed off the interior of the laboratory. It appears that he somehow became aware of the terrorist attack during experiments on the information gathering agents "Ruprecht" and "Nicolus." He holed himself up inside the laboratory and appeared to have made some kind of modifications to the Ten Wise Men agents. It appears that as soon as the military gives permission, security forces will need to enter the laboratory and capture the person of Dr. Lantis.
[the player selects "File 2" from the menu "Letter of Apology"]
COMPUTER: The Ten Wise Men who came out of the interior of the laboratory began indiscriminate attacks on facilities in their vicinity. It appears that, for some reason Dr. Lantis had changed their ultimate objective from the "control of frontier planets" to the "annihilation of the entire universe." An entire squadron of mechanized troops that entered the laboratory was completely annihilated. In order to destroy the Ten Wise Men who continued to run out of control repeatedly, a request to call out the Planet Nede Occupation Forces will be made.
[the player selects "File 3" from the menu "Letter of Apology"]
COMPUTER: As the result of a pitched battle, the security forces succeeded in driving the Ten Wise Men into the interior of the laboratory. When the interior of the laboratory was entered, the interior was found to be an empty shell. It appears that somehow Dr. Lantis had confined the Ten Wise Men in Eternity Space and left them in outer space. Although the Ten Wise Men could not be completely destroyed, there is no method of releasing the Eternity Space except for entering a release password from outside, so they will not cause much trouble. The Ten Wise Men will thus probably be left wandering through outer space for eternity.
[the player selects "File 1" from the menu "Final Report"]
COMPUTER: A person who had committed suicide inside the laboratory was confirmed to be Dr. Lantis himself without a doubt. Thus, this matter came to a resolution. However, one troubling thing was that the remains of the thought routines of Dr. Lantis and his daughter Filia had been left in the computers inside the laboratory. It is feared that perhaps Dr. Lantis had converted his own consciousness into a computer program which was embedded into the as-yet incomplete Indalecio.
[the player selects "File 2" from the menu "Final Report"]
COMPUTER: Because of this series of incidents due to the Ten Wise Men Plan, 80 percent of the entire forces of Planet Nede had suffered crushing blows. The frontier planets seized this opportunity to start a coordinated revolt. It became more and more difficult to suppress these rebel forces. Seeing the gravity of the situation, the supreme council of the planet Nede made the decision to migrate the entire population to an artificial satellite.
[the player selects "File 3" from the menu "Final Report"]
COMPUTER: This artificial satellite was named Energy Nede, which would be completely surrounded with a Class 9 super energy field. This would halt the advance of the rebel forces upon the original planet Nede. However, this would also cut off all interaction between us Nedians and the outside world. Together with our migration to Energy Nede, it was decided to impose an information blackout on this entire series of incidents. Thus, all of the facts related to the Ten Wise Men Defense Plan will be purged from history.
REYFUS: This is incredible ...

From wikipedia.org:

"Star Ocean: The Second Story" ("Suta Oshan Sekando Sutori") is an action role-playing PlayStation video game developed by tri-Ace and published by Enix. It is the second game in the Star Ocean series and the first game in the series to be released in North America (in 1999) and Europe (in 2000), courtesy of Sony Computer Entertainment.

The game gives the player the choice of playing as Rena or Claude, with the journey evolving and ending differently depending on the choices one makes.

The Second Story's gameplay is broadly similar to that of most RPGs. The player goes from town to town and dungeon to dungeon, following the central story and occasionally branching off to perform side quests. Characters gain Experience Points from battle and level up as a result, becoming gradually stronger as time passes and more battles are fought.

However, The Second Story is a member of the Star Ocean franchise, and as such features various deviations from the standard RPG format. Battles are much more action-oriented: they take place in real time, during which the player has manual control over their character, as opposed to choosing options from a menu. Battles take place on a broad battlefield, over which the player's character can move without limit, allowing them to trade blows face-to-face with the enemy or circle around for a flanking attack. The other party members (up to 3 others) are controlled by the game's AI; the player may change an ally's Strategy to one of six different pre-determined options (ranging from "Spread out and attack" to "Save your Magic Points" to "Stand Still and Don't Do Anything").

Star Ocean: The Second Story takes place twenty years after the original game, Star Ocean. The game tells the stories of Claude C. Kenny, son of Ronixis J. Kenny, and Rena Lanford, a young girl living on the planet Expel. Claude, having recently been commissioned as an Ensign in the Earth Federation, is given his first mission under the supervision of his father. This first mission is to survey the planet Milocinia, where a mysterious energy field appears. Finding a mysterious device on Milocinia, Claude begins to examine it close-up, despite orders to keep away from it. As he approaches, the machine activates, teleporting him to Expel. Once on Expel, Claude meets Rena who mistakes him for the "Hero of Light," spoken of in legends on Expel because he wields a "Sword of Light" (actually the standard-issue Phase Gun all Federation officers carry) and is dressed in "alien raiments." She takes him back to her village, Arlia, for corroboration.

In Arlia, it is explained to Claude that a meteorite crashed into Expel. Almost immediately afterwards, monsters began appearing, and natural disasters occurred with increasing frequency and intensity. Believing that these events were related, the people of Expel called the meteorite the "Sorcery Globe". Though he explains that he is not the Hero of Light, Claude offers to investigate the Sorcery Globe, in the hopes that it might help lead him home. Rena assists him as his native guide and hopes to find knowledge about her origin, being an orphan.

Though their journey takes them the long way around, Claude and Rena (and whichever characters the player decides to recruit) manage to travel across Expel and finally reach the Sorcery Globe and encounter the Ten Wise Men. The Sorcery Globe, which the Ten Wise Men call the "Quadratic Sphere", is a device they planted on Expel in order to steer it into a massive energy formation called Energy Nede, from which the Ten Wise Men were exiled thousands of years ago. It is their hope to return to Energy Nede using Expel as a vessel. They succeed and the entire planet of Expel is destroyed by its collision with Energy Nede.

Through unspecified means, Claude and Rena survive the impact and wake up on Energy Nede. They are met by Mayor Narl who explains who the Ten Wise Men are, why they were exiled, and that, now that they are back, they hope to destroy the entire universe using advanced Heraldry (magic). Narl furthermore announces that Energy Nede has the ability to restore Expel by using powerful Heraldry to turn back time, but this is only possible if the Ten Wise Men are defeated. Claude and Rena agree to help in the resistance, and embark on various voyages to strengthen themselves, obtain information and learn about the enemy.

Eventually Claude and Rena along with their friends assault the Ten Wise Men's stronghold at Fienal, where they put an end to the enemy once and for all. The ending is composed of scenes describing the fates of the party's characters, and changes slightly depending on if you discovered the Ten Wise Men's true identity and "raison d'etre" through the means of Private Actions.

From wikia.com:

The North City, is a city on the planet Energy Nede, located north of the Centropolis. Here, Psynards are bred for civil use, and is located the greatest library of Energy Nede, containing various information on its history.

Claude C. Kenny, Rena Lanford and his friends head to North City so as to obtain a Psynard. The heroes are asked a DNA sample, since the Psynards are symbological creatures are assigned the DNA of their future owner. The result doesn't come out so well, since the Psynard the DNAs are assigned to goes on a rampage that nearly destroys the entire facility. This malfunction of the process is due to the fact that most of the DNA is not Nedian.

After this failure, the director of the Psynard laboratory contacts Nall, who authorizes the heroes access to the protected area of Energy Nede, where various fauna on its natural state can be found.

---

From gamefaqs.com:

North City is quite a bit smaller than Central City, but still offers some nice shopping. It also houses the greatest library of Energy Nede, containing various information on its history.

Head up into the library at the north end of town and this Private Action will trigger automatically. Rena is in there fiddling around with a computer and can't seem to figure it out. She runs out of the library in frustration and no relationships or friendships are affected.

Speak with the Operator who lets you access all kinds of information. At the bottom you'll see something called "Secret Information." Select that option and it says you will need a password to get to it (which you don't have of course.) Leave and get in your Synard.

Fly northwest to the icy islands on the west side of the world and locate a town there. That town is Giveaway. Head all the way up to the top and into the university. Go to the far right office (the Dean's Office) and speak to Parel who tells you that Reyfus has been working on some questionable research. Go upstairs and then into the far left room (the research laboratory.) Speak to Reyfus at the back and he will tell you about those files in North City which no one has been able to access. He wonders if perhaps a resourceful person could get the information. It's time to leave Giveaway and fly all the way back to Central City.

If Chisato is in your party then you will need to do a Private Action here. If not then just enter the town normally. Make your way up to the Nede Chronicle on the third floor of City Hall. Tell Chisato to investigate the matter with the secret files. She'll say that she needs a bit of time. Leave Central City and then go back inside the same way you did before depending on whether or not she's in your party. Talk to Chisato again upstairs and this time she will have the password for you. Leave here and head back to North City again. Choose secret information to trigger a scene of getting into the database. Unfortunately when you finally choose a topic you will be unable to access it after all. The sidequest isn't over yet, but you might not be able to continue at this point. There is an impasse now that forces you to have progressed past the "Heraldric Weapons Laboratory" point in the game.

Head back to the university in Giveaway and speak with Reyfus in his laboratory. Tell him that it was you who busted in the research lab. Tell him the password that you saw as well and he will use it to access the files. Begin reading every one of them you can find. For those who are interested in the contents, they explain the process of creating special Heraldric super-soldier bioweapons and using them as planetary defense for Nede. These weapons eventually became known as the Ten Wise Men. The final file in the section ection talks about the daughter of the researcher (Dr. Lantis) who created the Ten Wise Men. Her name was Filia and she was killed in a terrorist attack by some people opposed to the bioweapon project.

After reading the first two sections, two more will appear. When you try to read those you will be locked out. Head downstairs and speak to Parel in the Dean's Office. He'll give you a very special item called 'Pandora's Box' which is used to help get the information you seek. Bring it back to Reyfus and he'll ask for some time in order to finish everything. All you have to do to satisfy his condition is go to some town and do a Private Action. Return and speak to him, all the files will be unlocked. The final ones explain that Dr. Lantis learned about the attack on his daughter through some of the wise men designed for gathering information. He reprogrammed the Ten Wise Men to destroy the entire universe. After they were stopped and confined in the energy space, Dr. Lantis committed suicide, but stored his thought patterns in the computer along with those of his daughter Filia beside a not-yet complete wise man named Indalecio. It is safe to assume that Indalecio was created with the mind of Dr. Lantis, which is why he thinks of Filia as his daughter.

[...]

PICKPOCKETING [NORTH CITY]: Go up into the silo shaped building at the north end of town (the library). You can steal 'Musical Software' from Operator, 'Fountain Pen' from Librarian, 'Heart Barriers' from Secretary, 'Prism Ring' from little girl and 'Forest Friends' from Leon during a Private Action.
